Behavior4/5

Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

Beyond annotations (which indicate mutability but no destructiveness), the description discloses a significant side effect: automatic budget line item creation for non-budgeted line items. It also notes that the tool returns the modified object. However, it does not cover error conditions, rate limits, or authentication requirements.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Conciseness4/5

Is the description appropriately sized, front-loaded, and free of redundancy?

The description is appropriately sized with front-loaded purpose. It contains several sentences, each adding value (purpose, side effect, usage, return, required params, API reference). It could be slightly more streamlined, but it is efficient.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Completeness4/5

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

Given no output schema, the description explains the operation (update), the side effect, the return (modified object), and required parameters. It lacks an example of the updates array format or more detailed response structure, but overall it is fairly complete for the tool's complexity.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Parameters4/5

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

The input schema covers all three parameters with descriptions, but the description adds key semantics: 'only the supplied fields are changed' for the updates parameter, clarifying partial update behavior. This adds meaning beyond the schema's generic 'updates for this Commitments operation.'

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Purpose5/5

Does the description clearly state what the tool does and how it differs from similar tools?

The description clearly states that the tool syncs (updates) purchase order contract line items, specifying that it updates existing Commitments and returns the modified object. It includes the API endpoint and distinguishes the resource from sibling sync tools by naming the specific resource type.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Usage Guidelines3/5

Does the description explain when to use this tool, when not to, or what alternatives exist?

The description states to 'Use this to update an existing Commitments,' which indicates when to use it for updates, but it does not explicitly mention when not to use it or provide alternative tools (e.g., for creation or deletion). Sibling tools like 'create_purchase_order_contract_line_item' exist, but no guidance is given.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
