Behavior2/5

Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

Annotations already indicate write operation; description confirms creation and success response. No additional behavior like idempotency, authorization needs, or duplicate handling is disclosed. The openWorldHint suggests schema may change, but this is not addressed.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Conciseness3/5

Is the description appropriately sized, front-loaded, and free of redundancy?

Description is a single paragraph with 5 sentences, including endpoint and API version. Could be more concise by removing redundant phrases like 'Create equipment make (Project)' and 'Creates a new Equipment records' repetition.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Completeness3/5

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

Given no output schema, description mentions 'returns the created object' and HTTP 201, which is helpful. However, it lacks context on error responses, permission requirements, or idempotency implications. The openWorldHint suggests extra fields may be accepted but not documented.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Parameters2/5

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

Schema coverage is 100%, so baseline is 3. However, description merely repeats the required parameters without adding extra meaning (e.g., format constraints, default values, or relationships). No value beyond schema.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Purpose4/5

Does the description clearly state what the tool does and how it differs from similar tools?

The description clearly states it creates equipment make records at the project level, with title and required params indicating project scope. However, it does not explicitly differentiate from company-level make creation or siblings like 'create_an_equipment_make' in the description itself.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Usage Guidelines2/5

Does the description explain when to use this tool, when not to, or what alternatives exist?

It says 'Use this to create' but provides no guidance on when not to use, prerequisites, or alternatives like company-level creates. The list of required params is present but insufficient for usage guidance.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
