Behavior3/5

Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

Annotations already indicate readOnlyHint=false, so creation behavior is implied. The description adds that it returns the created object on success (HTTP 201), but lacks disclosure of failure modes, permissions, or side effects beyond what annotations provide.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Conciseness5/5

Is the description appropriately sized, front-loaded, and free of redundancy?

The description is concise, with two sentences and a list of required parameters and API info. It is front-loaded with the core purpose and contains no unnecessary words.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Completeness3/5

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

The description explains the purpose and required parameters, but it is confusing when it says 'Creates a new Commitments' (the tool creates a detail line item, not a commitment). It does not provide the structure of the nested object or an example, which would be helpful given the complexity.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Parameters3/5

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

Schema coverage is 100% with descriptions for all 3 parameters. The description reiterates required parameters but does not add meaning beyond the schema, such as the structure of the contract_detail_line_item object.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Purpose4/5

Does the description clearly state what the tool does and how it differs from similar tools?

The description clearly states it creates a Detail Line Item on a Purchase Order Contract Line Item, with specific verbs and resource naming. It mentions Commitments and the API endpoint, but does not explicitly differentiate from sibling tools like create_purchase_order_contract_line_item.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Usage Guidelines2/5

Does the description explain when to use this tool, when not to, or what alternatives exist?

The description says 'Use this to create a new Commitments' but does not provide guidance on when to use this tool versus alternatives, nor does it mention when not to use it. No exclusions or alternative tools are mentioned.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
