Behavior4/5

Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

Annotations already indicate read-only, non-destructive, idempotent. The description adds value by stating paginated JSON return with pagination metadata and control via page/per_page. No contradiction with annotations. Provides useful context beyond annotations.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Conciseness5/5

Is the description appropriately sized, front-loaded, and free of redundancy?

Four sentences, front-loaded with core purpose, usage advice, output description, and required parameter. Each sentence earns its place. No unnecessary text.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Completeness3/5

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

No output schema exists, so description should clarify return structure. It mentions 'paginated JSON array of Action Plans' and pagination metadata, but the term 'Action Plans' is inconsistent with tool name 'Template Items.' Filter parameters beyond page/per_page are not explained. Completeness is moderate.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Parameters3/5

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

Schema coverage is 100% with parameter descriptions. The description mentions page, per_page, and company_id but does not add meaning beyond the schema. Baseline 3; no extra semantic value.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Purpose3/5

Does the description clearly state what the tool does and how it differs from similar tools?

The description states 'Gets the list of Company Action Plan Template Items,' which matches the tool name. However, it later says 'Returns a paginated JSON array of Action Plans,' causing confusion between 'Action Plans' and 'Template Items.' Purpose is clear but the resource name inconsistency reduces clarity.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Usage Guidelines3/5

Does the description explain when to use this tool, when not to, or what alternatives exist?

The description provides usage scenarios: enumerate Action Plans for paginated overview, find IDs, filter by parameters. It mentions required parameter company_id. However, it does not differentiate from sibling tools like 'list_project_action_plan_template_items' or 'list_of_company_action_plan_templates', lacking when-to-use guidance versus alternatives.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
