Creates a Detail Line Item on a given Work Order Contract Line Item. Use this to create a new Commitments in Procore. Creates a new Commitments and returns the created object on success (HTTP 201). Required parameters: work_order_contract_id, project_id, contract_detail_line_item. Procore API: Construction Financials > Commitments. Endpoint: POST /rest/v1.0/work_order_contracts/{work_order_contract_id}/line_item_contract_details
