Behavior3/5

Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

Annotations are limited (readOnlyHint=false, destructiveHint=false). Description adds that it returns HTTP 201 and that attachments require multipart/form-data. However, it does not disclose potential side effects, permissions, or idempotency. No contradiction with annotations.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Conciseness3/5

Is the description appropriately sized, front-loaded, and free of redundancy?

The description is somewhat verbose and contains redundant statements (e.g., repeating the creation action). It front-loads the purpose but includes extraneous API details that could be trimmed. A more streamlined structure would improve clarity.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Completeness2/5

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

The meeting_topic object parameter is not documented, leaving its structure undefined. No output schema or description of the return object. Prerequisites (e.g., meeting must exist) are missing. This leaves significant gaps for an agent to correctly invoke the tool.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Parameters4/5

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

Input schema has 100% coverage, so baseline is 3. Description adds value by explicitly noting required parameters and detailing the multipart/form-data requirement for attachments, which goes beyond schema descriptions.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Purpose3/5

Does the description clearly state what the tool does and how it differs from similar tools?

The description states 'Creates Meeting Topic' but then says 'Use this to create a new Meetings in Procore' and 'Creates a new Meetings', which is inconsistent and may confuse the agent. The tool clearly creates a meeting topic within a meeting, but the mixed language reduces clarity.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Usage Guidelines2/5

Does the description explain when to use this tool, when not to, or what alternatives exist?

No explicit guidance on when to use this tool versus alternatives like create_meeting_v1_0 or create_meeting_topic_project. It lists required parameters (project_id, meeting_id, meeting_topic) implying context, but no exclusions or usage conditions.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
