Valid transitions: available → enabled|disabled, enabled → active|disabled, disabled → enabled, active → completed|terminated|failed|suspended, suspended → active|terminated. Note: Stages with acceptance_criteria require cmmn-claim_stage_complete_with_evidence when transitioning to 'completed' (or pass force=true).
