  This is a minimal MCP stub that lists tool names and descriptions. The 'teams_send_message' tool is registered at line 76 as an entry in the TOOLS array, and registered via server.tool() at line 107. However, there is no actual handler implementation — it always returns a stub message directing users to install the real server (native binary). The real implementation exists in the closed-source native binary 'local-mcp' and is not present in this codebase.
