READ-ONLY: list SDN route maps (cluster-scoped, id-only summaries). NOTE: unlike every other list tool on this module, this one has NO pending filter (schema-verified — a real, isolated asymmetry). Use pve_sdn_route_map_entry_create to add entries — there is no container-level create for a route map itself.
