MUTATION (MEDIUM): attach a 'when' (timeframe) group to a PMG RuleDB rule. Dry-run by default. confirm=True to execute. Needs PROXIMO_PMG_* config. PMG 9.1 pmgsh-verified path: POST /config/ruledb/rules/{id}/when. id_: rule ID. ogroup: numeric when-group ID from pmg_when_groups_list. Only affects mail flow if the rule is active.
