Instructions

List skill packs — curated bundles of agent skills (e.g. helpdesk-pack, security-pack, mobile-pack) that owners adopt at project onboarding. Each pack groups related skill IDs under a category; the onboarding wizard pre-enables them in one click. System packs are seeded and cannot be deleted. Read-only on the MCP surface; mutations go through the web admin.
