The description adds minimal behavioral context ('lists all actions') but does not elaborate on output format, potential limitations, or other behavioral traits. It is consistent with annotations, so no contradiction, but adds little beyond them.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
