Retorna um objeto com codigo, nome, nomeApelido, dataCriacao, dataExtincao e partidos (array com sigla, nome, dataAdesao); dataExtincao é null para blocos vigentes. Obtenha o parâmetro codigo primeiro via senado_listar_blocos; código inexistente retorna erro ("Bloco parlamentar não encontrado").
