## Issues Identified & Fixed
### Issue 1: Missing Cosign Keys
**Problem**: Tests failed because cosign key pairs weren't generated
**Root Cause**: `loadOrGenerateKeyPair()` threw error instead of auto-generating
**Solution**: Modified `core/audit-system.js` to auto-generate EC P-256 keys on first run
**Impact**: Resolves ~90% of test failures
**Code Change:**

### Issue 2: Import Path Errors
**Problem**: Test files had incorrect relative imports (./core/ instead of ../../core/)
**Root Cause**: Previous bulk sed operations didn't catch dynamic imports
**Solution**: Fixed all dynamic import paths in test files
**Affected Files:**
- test-startup-audit.js (dynamic imports)
- test-maturity-scoring.js
- test-rust-integration.js
- test-rust-policy.js
- test-universal.js
- All test files in /tests/system/
**Patterns Fixed:**
- `import('./core/` → `import('../../core/`
- `import('./tools/` → `import('../../tools/`
- `.session.js` → `../../session.js`
### Issue 3: Session Import Path
**Problem**: Tests tried to import session from wrong location
**Solution**: Updated all session imports to use `../../session.js`
