This session continued the SHA256-to-cosign signature migration from 60% to 85% completion. Key achievements:
- Updated plan creation and storage to use cosign signatures
- Migrated intent artifact validation schema to parse Plan Signature instead of Plan Hash
- Implemented functional mock cosign provider (SHA256-based) for testing environments
- Fixed critical dependency issues preventing module imports
- **Updated ALL test files** to use `plan_signature` field instead of `plan_hash`
- Fixed import paths in test files (./core/ → ../../core/)
- Fixed environment variable syntax errors in tests
- Fixed variable naming conflicts (atlas-gateDir → atlasGateDir)
- Updated all documentation and template files to reflect signature-based model

6. **Install @sigstore/cosign** (Optional): When ready for production, install real cosign package to replace mock
## Key Architectural Changes
- **Plan Filenames**: Now use base64-encoded cosign signatures instead of hex SHA256 hashes
- **Intent Authority**: Authority section now expects `Plan Signature: <cosign>` instead of `Plan Hash: <sha256>`
- **Audit Log Fields**: All `plan_hash` fields renamed to `plan_signature`
- **Cosign Integration**: All plan signing now uses `signWithCosign()` from cosign-hash-provider
