The cosign implementation now includes **explicit key generation in begin_session** with full idempotency - existing keys are never regenerated.

## Changes Made
### 1. tools/begin_session.js ✅
Added explicit ECDSA P-256 key initialization on session start:

```
**Behavior:**
- First session: Generates new ECDSA P-256 keys → `.atlas-gate/.cosign-keys/`
- Second+ sessions: Loads existing keys (no regeneration)
- Always idempotent: Multiple calls don't create duplicate keys
### 2. core/audit-system.js ✅
Exported `loadOrGenerateKeyPair` function:
