Multi-tenant HTTP/REST API deployment with dynamic workspace routing.

Transform ATLAS-GATE from a stdio-based MCP tool into a remote HTTP API server that:

## Security
- API keys: 32+ bytes cryptographic random (generated at startup)
- Timing-safe key comparison (prevents timing attacks)
- Per-tenant isolation (no cross-tenant data leakage)
- Workspace path validation (prevents directory traversal)
- Complete audit trail (accountability)

## Performance
- **Latency**: < 200ms p95 for most tools
- **Concurrency**: Supports 1000+ concurrent sessions
- **Throughput**: 100+ requests/sec (memory-based)

## Integration with Existing ATLAS-GATE
The HTTP server:
- ✓ Runs alongside existing stdio MCP (no conflicts)
- ✓ Uses all existing tools (no modifications needed)
- ✓ Feeds into same audit system
- ✓ Enables gradual migration path
