## Final Fixes Applied
### 1. Fixed Spectral Lazy Loading (plan-linter.js)
- **Issue**: Top-level import of `@stoplight/spectral-core` blocked module loading
- **Solution**: Converted to async lazy imports inside `initializeSpectral()`
- **Impact**: Optional dependency now gracefully handled - system works without Spectral installed
### 2. Fixed Bootstrap Environment Variable (governance.js)
- **Issue**: `process.env.ATLAS-GATE_BOOTSTRAP_SECRET` failed due to hyphen in property name
- **Solution**: Changed to bracket notation `process.env['ATLAS-GATE_BOOTSTRAP_SECRET']`
- **Impact**: Bootstrap authentication now works correctly
### 3. Fixed URL-Safe Base64 Encoding (cosign-hash-provider.js)
- **Issue**: Base64 signatures contain `/` and `=` characters, creating invalid directory paths
- **Solution**: Convert signatures to URL-safe base64:
- `/` → `_`
- `+` → `-`
- Remove `=` padding
- **Impact**: Plan signatures now create valid filenames without subdirectories
### 4. Created Missing Directory (.atlas-gate/)
- **Issue**: Tests failed due to missing workspace directory
- **Solution**: Created `.atlas-gate/` directory in workspace root
- **Impact**: Governance state can now be persisted
