# Changes Made: Cosign & Spectral Full Integration
## Summary
Complete integration of cosign (ECDSA P-256 signatures) and spectral (rule-based linting) into the plan linting, hashing, and signing system. All async/await is properly aligned throughout the codebase.

## Core Changes
### 1. core/plan-linter.js
**Added Imports:**
- `import { generateKeyPair } from "@sigstore/cosign"`
- `import { mkdir } from "fs/promises"`
**New Functions:**
- `generateCosignKeys(keyDir = "./.cosign-keys")` - ✅ ASYNC
- Generates ECDSA P-256 key pairs
- Creates `.cosign-keys/` directory
- Returns: `{ privateKeyPath, publicKeyPath, privateKey, publicKey }`
- `hashPlanContent(planContent)` - ✅ EXPORTED
- Computes SHA256 hash
- Uses same canonicalization as signing
- Returns: hex digest string
**Modified Functions:**
- `signPlan(planContent, privateKeyPath)` - ✅ ALREADY ASYNC (no changes)
- `verifyPlanSignature(planContent, signature, publicKeyPath)` - ✅ ALREADY ASYNC (no changes)
- `lintPlan(planContent, privateKeyPath?, publicKeyPath?, expectedSignature?)` - ✅ MADE ASYNC
- **Stage -1:** Generate cosign keys if needed
- **Stage 0:** Compute SHA256 hash
- **Stage 1:** Validate plan structure
- **Stage 2:** Validate phases
- **Stage 3:** Validate path allowlist
- **Stage 4:** Validate enforceability
- **Stage 5:** Validate auditability
- **Stage 6:** Spectral linting
- **Stage 7:** Sign with cosign (if private key available)
- **Stage 8:** Verify signature (if public key + signature provided)
- Returns: `{ passed, errors, warnings, violations, hash, signature, generatedKeys }`

- `signPlan`
- `verifyPlanSignature`
- `lintPlan`
- `hashPlanContent` (NEW)
