Returns status (CREATING|DRAFT|IN_PROCESS|SENT|PARTIALLY_READ|FULLY_READ|PARTIALLY_ANSWERED|FULLY_ANSWERED). Poll until status is SENT or beyond. Do not call notification_certificate_get while status is CREATING, DRAFT, or IN_PROCESS.
