thincms_get_tool_data
Retrieve a tool data value, with optional per-user scope via subscriber ID, falling back to the global tool-level value if user-specific data is absent.
Instructions
Read a single Tool data value. If subscriberId is provided, prefers the per-user value at that scope; otherwise reads tool-global. Falls back to tool-global if no per-user value exists.
