### Suggestion #1: Control flow issue with cliModelOverride
**REJECTED** - The code review misunderstood the control flow. The inner branch IS reachable:

Trace through the logic:
1. **First render** with CLI model: `cliModelOverride=true` → enter outer block

4. **Next render**: `wizardStep='add-folder'`, inner check is false, but we still return early (correct)
The behavior is intentional and correct. User confirmed "First Run Wizard looks great!" after testing with CLI model override.

### Suggestion #5: useEffect dependency array for stableRefs
**REJECTED** - This is an intentional React pattern called "latest ref" or "callback ref":

**Why this is correct:**
- The purpose of `stableRefs` is to provide fresh values to async callbacks without causing re-renders
- Async callbacks (like wizard completion handlers) may execute long after the render that created them
- Without this pattern, callbacks would have stale closures over old prop values
- Adding a dependency array would defeat the purpose - the ref might have outdated values
This is a well-known pattern documented in React docs and Dan Abramov's articles on hooks. The code review tool doesn't understand this pattern.

### Suggestion #2: React title overflow warning/truncation
**REJECTED** - The concern is valid but the solution is overkill:
- When passing a React element as title, the caller takes responsibility for content size
- `titlePlainText` is for **width calculation only**, not truncation
- Truncating a React element is complex (would need to re-render with different props)
- The use case is specific: bold step indicator `(Step 1/2)` which has known, fixed size
**Alternative**: Document this limitation in component JSDoc (if we want to formalize the API).

When `hideModelOverride=true`, we still create the SelectionListItem and call updateModelOptions, even though the selector is never rendered.

**Implementation Details**:
1. Move `modelOverrideSelector` creation inside `if (!hideModelOverride)` block
