Retrieve a cadastral parcel by its ULDK identifier and add its geometry to the current QGIS project.

Fetch a cadastral parcel's geometry from ULDK by its identifier and add it to the project.

parcel_id is the full ULDK identifier, e.g. "141201_1.0001.1867/2". Added as a new memory layer (EPSG:2180) with wojewodztwo/powiat/gmina/ obreb/numer attributes, unless target_layer_id is given to append to an existing layer instead. Only a summary is returned.
