Add a Krajowa Integracja Ewidencji Gruntow (KIEG/EGiB) cadastral layer - parcels, buildings, etc.

layer is one of: budynki, dzialki, kontury, numery_dzialek, obreby, powiaty, uzytki. This is a live nationwide WMS aggregating per-powiat cadastral databases (EPSG:2180 native, but the service also advertises 4326/3857/2176-2179).
