Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

Annotations already declare readOnlyHint=true and openWorldHint=true, so the safety profile is covered. The description adds nothing beyond that: no word on visibility rules (hidden quizzes, teacher vs. student view), pagination, or ordering — all behavioral traits an agent would want for a Moodle-style listing.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Is the description appropriately sized, front-loaded, and free of redundancy?

One front-loaded sentence with zero filler. It is efficient, though the brevity edges toward under-specification rather than a deliberate, complete sentence.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

For a simple read tool with an output schema, full schema coverage and annotations, the description is minimally adequate. It still leaves open whether the listing is per-enrollment, what fields come back, and how it relates to the quiz-attempt tool family, which a richer definition would cover.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

Schema description coverage is 100% and the single parameter 'course_ids' is documented in the schema itself. The description's 'one or more courses' merely echoes that, adding no format or batching guidance beyond the structured field, so the baseline 3 applies.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Does the description clearly state what the tool does and how it differs from similar tools?

The description states a verb plus a resource ('List quizzes') and adds a scope ('across one or more courses'), so the basic action is unambiguous. However, it largely restates the tool name and offers no differentiation from the many sibling list_* tools or from quiz-specific getters like get_quiz_attempts or get_quiz_access_information.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Does the description explain when to use this tool, when not to, or what alternatives exist?

There is no guidance on when to choose this over alternatives such as get_course_contents or get_quiz_access_information, and no statement about prerequisites (e.g., whether the caller must be enrolled in the courses). Usage must be inferred entirely.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
