# T036: Project Configuration MCP Tool Implementation
**Task**: Implement singleton configuration MCP tool

## Summary
Implemented two FastMCP tools for managing the singleton project configuration:
1. **`get_project_configuration`** - Query singleton configuration (<50ms target)
2. **`update_project_configuration`** - Update singleton configuration with health check (<100ms target)

### Tool 1: get_project_configuration
**Signature**:

- Upsert pattern: Creates configuration if not exists, updates if exists
- Partial updates: Only provided fields are modified
- Automatic database health check: Updates `database_healthy` and `last_health_check_at`

- `current_session_id`: Valid UUID format
- `git_head_commit`: 40 lowercase hex characters
- `default_token_budget`: 1000-1000000 range

### Model Dependencies
Uses `ProjectConfiguration` model from `src/models/tracking.py`:
- **Table**: `project_configuration`
- **Singleton**: id = 1 (enforced by CHECK constraint)
- **No optimistic locking**: Singleton, no concurrent conflicts expected
- **Relationships**: `current_session` → `work_items.id` (foreign key)
