Get HIP-3 funding rate history. Symbols are CASE-SENSITIVE (e.g. 'km:US500'). Returns timestamped funding rates over a time range. Supports cursor pagination and aggregation intervals (5m, 15m, 30m, 1h, 4h, 1d).
