Describes the environment variables required to run the server.

Under WSL a Windows path such as `C:\pokehg\tools\DSPRE\current\Tools` is accepted. Used in the resolution order after a `configure` argument and before the persisted config file, the cache written by `install_dsrom`, and `PATH`. |
