List every loaded mixer effect and Channel Rack instrument as a target.

Read-only. Each entry carries the target object that the other plugin_*
tools take (mixer_effect with track and slot, or channel_generator with a
channel index), the plug-in's reported name, and its parameter count. Use
atlas_match_loaded to identify products, and plugin_list_parameters to see
a plug-in's controls.
