The handoff/poke/trusted-message triad overlaps: prepare_handoff and prepare_poke both 'prepare' something that sends nothing, and send_trusted_message's 'simulate an approved preview' is conceptually hard to separate from prepare_handoff. Descriptions do help distinguish a 'check-in' from a 'hello' from an SMS simulation, but cancel_handoff has no poke counterpart, leaving unclear boundaries.
Every tool follows a clean verb_noun snake_case pattern: list_trusted_contacts, prepare_handoff, get_official_emergency_info, send_trusted_message, cancel_handoff, find_support_resources, read_poke_inbox, prepare_poke. No convention mixing at all.
Eight tools is well within a sensible range and each maps to a plausible safety/check-in action. A couple of the prepare/send tools feel slightly redundant, but the surface is reasonably scoped for the domain.
The handoff lifecycle is prepare+cancel but there is no way to actually approve, confirm, or complete a handoff, and no cancel counterpart for a prepared poke. Contact management (adding/removing trusted contacts) and any poke-response path are also absent, leaving notable gaps.
