The set contains numerous direct duplicates and near-identical tools: availability_announcement vs availability_announcement_email, testimonial_request vs testimonial_request_email, change_order vs change_order_email, payment_plan_proposal vs payment_plan_proposal_email, project_restart_email vs project_resume_email, rate_increase_email vs price_increase_email, and six separate tools for chasing unpaid invoices (invoice_reminder, late_payment_reminder, payment_reminder_email, late_payment_follow_up_email, late_payment_escalation_email, payment_overdue_final_notice_email). Even with detailed descriptions, an agent would consistently struggle to select the correct tool when faced with this much redundancy.
