DAPA MCP

DAPA MCPは、韓国の防衛事業業務を支援する読み取り専用のModel Context Protocolサーバーである。LLMの記憶の代わりに法制処国家法令情報共同活用Open APIと出典が表示されたDAPA_infoを照会する。核心原則はSearch → Retrieve → Verify → Compare → Cite → Explainである。

v0.1.0 Coreと法令情報MCP Parity 1次を実装する。ローカルstdioと17個のツール、DAPA公式法令・行政規則カタログ、法令詳細の構造化、沿革照会、基準日検索を提供する。Streamable HTTP、特許、論文、ニュース、公開データ、新旧条文比較はまだ実装しておらず、ROADMAP.mdに区分されている。

なぜMCPなのか

  • 現行法令と過去・廃止規定を混同しないよう公式Sourceを優先する。

  • 引用した法令名・条文・事件番号を再照会して検証する。

  • 正常0件のNOT_FOUNDとtimeout・429・5xx・破損応答のSOURCE_UNAVAILABLEを区別する。

  • 組織・業務知識にも出典、確認日、検証有無を付ける。

インストールと実行

要件はNode.js 20.19以上である。

npm run startはstdio JSON-RPCサーバーなので、ターミナルで待機するのが正常である。一般ログをstdoutに出力しない。

公式DAPA法令・行政規則リストを更新するには、次のコマンドを実行する。

npm run sync:dapa-catalog

カタログの各項目を国家法令情報共同活用Open APIの現行検索結果と照合し、未マッチリストを作成するには、次のコマンドを実行する。開発用スクリプトには公開基本認証値を明示的に渡す。

結果はDAPA_info/legal/coverage-report.jsonに保存される。missingは、DAPA公式リストのタイトルが国家法令情報APIで同一の結果として検索されなかったことを意味し、法的に存在しないと断定するものではない。廃止・制定履歴、タイトル表記の違い、原文がファイルでのみ提供される項目は、別途確認が必要である。title_variantは、DAPA表示タイトルとAPI canonicalタイトルが異なるが、対応文書として確認された場合である。metadata_mismatchはタイトルは同じだが行政規則の発令番号・発令日付が異なる場合であり、external_onlyはDAPAが国家法令情報の外部原文リンクのみを提供する法令である。

このレポートはカタログスナップショットに依存する。カタログを再同期したら必ず監査も再実行しなければならず、missing件数は法的非存在ではなく、まだAPI文書と接続されていない候補を意味する。したがって、カタログ全体が国家法令情報本文で完全にカバーされたと見なさない。

업무·정책メニューと各ページのサブタブ本文をDAPA_info/policy/catalog.jsonに更新するには、次のコマンドを実行する。防衛事業庁の内部ページのみを収集し、menuSeqと最終ページIDを基準に重複を除去する。同時に2回実行するとロックファイルを検出して2番目の同期を終了する。

公式14カテゴリ・40個の詳細APIを現在の実サーバーに順次呼び出して、リスト・本文の接続とエラーを点検するには、次のコマンドを実行する。カスタム基本サンプルコードは公式ガイドのL/A/Oコードを使用し、環境変数で置き換えることができる。

Provider設定と状態確認

committee_decisionは入力契約のみを提供し、実際のProviderはまだ設定しない。asOfDateは法制処eflawの基準日検索で処理し、該当基準日の資料がなければNOT_FOUNDを返す。currentOnlyのデフォルト値はtrueであり、行政規則も明示的な沿革・廃止状態を除外する。過去の資料が必要ならcurrentOnly: falseを使用し、最新APIの再照会が必要ならforceRefresh: trueを使用する。成功した検索結果のデフォルトキャッシュTTLは5分である。

国家法令情報API範囲

list_legal_apisは以下の14カテゴリのAPIメタデータのみを返す。実際のレスポンス本文はquery_legal_apiがリクエスト時点で法制処からリストを照会し、get_legal_api_bodyがリスト結果の識別子または添付リンクを受け取って本文を照会するため、法令データ全体をMCPコンテキストやDAPA_infoに読み込まない。list_legal_apisの各APIには実行可能なbodyToolと、別途本文APIがある場合はbodyApiIdが一緒に返される。

DAPAカタログは公式ホームページの範囲・分類・発令メタデータを保存し、実際の条文と法的本文はsearch_legalおよびget_legal_detailの国家法令情報共同活用APIで照会する。

ChatGPTとOpenAI API

ChatGPT custom connectorとOpenAI Responses APIのMCPツールはリモートMCPのserver_urlを使用する。v0.1.0はローカルstdio専用なので、直接接続をサポートすると表示しない。Streamable HTTPと認証が追加されるPhase 2以降、OpenAI公式Remote MCPドキュメントを基準に接続する。

DAPA_info追加方法

構造化項目はitems配列を持つJSONで作成する。必須フィールドはidnamecategorydescriptionsourcesourceUrllastVerifiedAtverifiedである。確認されていない情報はverified: falseで保存し、公式の事実のように表現しない。説明資料はMarkdownのままにするが、法的根拠の代わりにはならないと明記する。
