Discovery-only search for DSO Omgevingsdocumenten (omgevingsplannen, omgevingsvisies, programma's, omgevingsverordeningen) onder de Omgevingswet. Returns metadata only (id, titel, type, bevoegd gezag, geldigheidsdatums, viewer-link), geen juridische tekst. Requires DSO_API_KEY.
