### Test 2: Images Load (Was 404 - Bug #2)

- [ ] Verify thumbnail image URLs are: `/plan-images/{session_id}/{page_number}`
- [ ] **CRITICAL: All images return 200 OK (NOT 404)**
- [ ] Thumbnails display correctly (not broken image icons)
### Test 3: Detail Card Opens
- [ ] Click any thumbnail
- [ ] Detail card appears
- [ ] **CRITICAL: Page image loads (no 404)**
- [ ] Metadata displays (or "—" if not extracted)
### Test 4: Lightbox Works

## Auto-Deploy Investigation (After Testing)
If smoke tests pass, investigate why GitHub pushes didn't trigger deployment:
**Check Railway Settings:**
1. Settings → GitHub section
2. Verify "Auto-Deploy" is enabled
3. Verify branch is set to `main`
4. Check "Watch Paths" - should be empty or include `web/`, `src/`
**Check GitHub Webhooks:**
1. Go to https://github.com/tbrennem-source/sf-permits-mcp/settings/hooks
2. Look for Railway webhook
3. Check "Recent Deliveries" for failed webhook calls
4. If broken: Disconnect and reconnect GitHub in Railway
**Possible causes:**
- Railway paused auto-deploy after a failure
- GitHub webhook expired/disconnected
- Branch changed from `main` to something else
- Watch paths became too restrictive
