- 實作 _generate_block_id() 輔助方法，自動生成唯一 block ID
- 更新 server.py 中的 create_block tool 實作，移除 placeholder
- 編寫 9 個測試案例（4 個正常操作 + 5 個錯誤情況），全數通過
