## OBJECTIVE 1 — Universal Plan Discovery
### Implementation
**Location**: `tools/read_file.js`
The read tool now automatically permits reading from `/docs/**` paths in ANY governed repo:
- **Allowed Patterns**:
- `/docs/**` (recursive)
- `/docs/plans/**`
- `/docs/planning/**`
- `/docs/antigravity/**`
- **Mechanism**:
1. Pattern matching uses regex (supports `**` and `*` wildcards)
2. Auto-resolves repo root via `resolveRepoRoot()`
3. Reads from repo root + normalized path
4. Falls back to standard cwd resolution if repo discovery fails

### Implementation

All MCP tools now accept **both** input formats:

### Plan Discovery Paths
MCP will auto-discover plans from these directories in any governed repo:
- `/docs/plans/` (primary)
- `/docs/planning/` (alternative)
- `/docs/antigravity/` (authority plans)
- `/docs/` (fallback pattern)
Paths are repo-relative and auto-resolved.
### Enterprise Code Violations
When enforcement blocks code:
1. Error contains exact violation count
2. Each violation categorized (comment, implementation, data, stub)
3. Developer must remove ALL violations before retry
4. No partial acceptance or exceptions
