# Software Requirements Specification (SRS)
## 1. Introduction
### 1.1 Purpose
This document defines the software requirements for the Congress.gov and GovInfo.gov MCP (Model Context Protocol) servers. These servers are designed to ingest, process, and provide access to bulk government data through standardized MCP interfaces.

The project consists of two separate MCP servers:
- **Congress.gov MCP Server**: For congressional data including legislation, members, committees, and voting records
- **GovInfo.gov MCP Server**: For government publications including federal register, congressional record, and presidential documents
