## Summary
This patch adds 3 missing performance-critical indexes to the 003_project_tracking.py migration:
1. `idx_work_item_status` - High-frequency status filtering (active/completed/blocked)
2. `idx_work_item_depth` - Hierarchy level queries (depth 0-5)
3. `idx_enhancement_target_quarter` - Quarterly planning queries (YYYY-Q# format)
**Impact**: Ensures <100ms status generation, <10ms hierarchy queries, and fast quarterly planning.

## Patch Instructions
### Step 1: Add work_items Indexes
**Location**: After line 178 in `upgrade()` function
**Context**: After `op.create_index('idx_work_item_deleted_at', ...)`
**Add the following code**:

**Location**: After line 252 in `upgrade()` function
**Context**: After `op.create_index('idx_enhancement_status', ...)`
