Annotations already declare readOnly, openWorld, idempotent, non-destructive. The description adds behavioral context by listing the evidence categories (genetics, expression, animal models, drugs, literature, pathways) and that results are 'scored' and 'top'. No contradiction with annotations.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
