Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

Annotations already declare readOnlyHint=true, destructiveHint=false and openWorldHint=true, so the safety and external-call profile is covered by structured data. The description adds the auth-scoping caveat (results are limited to this login's readable properties), which is useful for interpreting an empty result, but says nothing about pagination, latency, or live-call behavior. With annotations carrying the main burden, a 3 is appropriate.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Is the description appropriately sized, front-loaded, and free of redundancy?

Two short sentences with zero filler; the purpose comes first and the actionable next step second. Nothing could be removed without losing information.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

For a zero-parameter listing tool with no output schema, the description conveys what comes back conceptually (websites/properties) and names the field an agent will need downstream (site_url). It leaves return shape and pagination unspecified, but that is a minor gap against the low complexity of the call.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

The tool takes zero parameters, so the baseline is 4 per the rubric. The description's mention of site_url is an output reference rather than an input constraint, and adds no parameter meaning because there are no parameters to disambiguate.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Does the description clearly state what the tool does and how it differs from similar tools?

States a specific verb and resource (lists Search Console properties) and adds a meaningful scope qualifier: only the sites this Google login can read. An agent can immediately tell this is the discovery/enumeration call for the Search Console family.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Does the description explain when to use this tool, when not to, or what alternatives exist?

Explicitly routes the agent downstream — 'Use a site_url from here in the other Search Console tools' — which is exactly the workflow context needed for a zero-argument lookup tool. It stops short of stating when not to call it, but no sibling competes for this job, so exclusions are unnecessary.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
