Scored across 106 tools
Despite having over a hundred tools, the descriptions cross-reference aggressively ('to X use Y'), cleanly separating get_call_status from get_call_details and list_call_records, speak_text from play_audio, stop_audio from stop_speaking, and each conference member verb (kick vs hangup, mute vs deafen) from its inverse. A few pairs remain near-neighbours (play_audio vs play_audio_to_conference_member, generate_answer_xml vs gather_dtmf, list_recordings vs get_call_recording), but descriptions consistently disambiguate them.
Names use a uniform snake_case verb_noun pattern throughout: get_/list_/create_/update_/delete_/start_/stop_/search_/buy_/release_ prefixed nouns are applied consistently across calls, numbers, SIP objects, applications, messaging, conferences and sub-accounts. The only minor variation (end_call/end_conference vs hangup_conference_member) still follows a logical pattern of whole-object vs member scope.
106 tools is very heavy even for a broad telephony CPaaS surface, forcing the agent to sift through many closely-named CRUD and lifecycle variants (e.g. four stop_* audio tools, get/list pairs for nearly every resource). Each tool is individually justified by the sprawling domain, but the raw count still puts heavy cognitive load on selection.
Coverage is extensive and lifecycle-complete for most domains: calls (place/status/CDR/recording/stream), in-call controls, numbers (search/buy/release/cancel/assign/health), SIP trunks with credentials, IP ACL and origination URIs, endpoints, applications, messaging with opt-outs and read-only broadcasts, conferences, sub-accounts with KYC, and billing. Minor gaps exist (broadcasts and some surfaces are read-only by design, no broadcast creation), but agents can work around them.
