Describes the environment variables required to run the server.

| BPS_API_KEY | No | API key required by the BPS module for statistics API access. | |
| ANTHROPIC_API_KEY | No | Optional API key for the scanned-document fallback in PDF extraction. Sends the document to an external API and may incur cost. | |
| CIVIC_ALLOWED_PROXIES | No | Comma-separated list of full proxy URLs that are allowed as caller-supplied proxies. Used to gate proxy_url arguments. |
