Update Budget Mode

metrx_update_budget_mode
Idempotent

Update an existing budget's enforcement mode to alert_only, soft_block, or hard_block, or pause/resume it without creating a new budget.

Instructions

Change the enforcement mode of an existing budget or pause/resume it. Use "alert_only" for monitoring, "soft_block" for overridable limits, or "hard_block" for strict enforcement. Do NOT use to create new budgets — use set_budget for that.

Behavior3/5

Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

Annotations already indicate idempotentHint=true and non-destructive. The description adds context about mutating a budget but does not elaborate on side effects, authorization needs, or response behavior. It is consistent with annotations.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Conciseness5/5

Is the description appropriately sized, front-loaded, and free of redundancy?

The description is two sentences: the first defines the action, the second clarifies modes and exclusions. Every phrase earns its place with no redundancy.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Completeness4/5

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

For a simple mutation tool with good annotations and schema coverage, the description covers purpose, usage, and exclusions. It omits return value, but no output schema is expected, so this is acceptable. Slightly incomplete for not mentioning confirmation of update.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Parameters3/5

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

Schema coverage is 100%, so the description does not need to add parameter meaning. It mentions the three enforcement modes, which aligns with the enum, but adds no new insight beyond the schema's own descriptions.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Purpose5/5

Does the description clearly state what the tool does and how it differs from similar tools?

The description clearly states the verb 'Change', the resource 'existing budget', and specific operations (enforcement mode, pause/resume). It distinguishes from sibling 'set_budget' by explicitly stating what not to use it for.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Usage Guidelines5/5

Does the description explain when to use this tool, when not to, or what alternatives exist?

The description provides explicit when-to-use (changing mode or pause/resume) and when-not-to-use (creating budgets, directing to set_budget). It also explains the three modes, giving agents clear context for selection.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
