    Step 1 of the MyDrive → Shared Drive migration workflow.

    Sets the GAM configuration flag `todrive_noemail` to true so that
    emails are NOT sent to impersonated users when GAM writes output
    to Google Sheets via todrive.

    Run this ONCE before starting any audit steps.

    GAM command:
