The description goes beyond this by specifying the nature of the retrieved data (capability, provenance, unavailable-metric disclosures), adding useful context about what callers can expect. No contradiction with annotations.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
