`FCC_BDC_USERNAME`	No	FCC account email for BDC API. Without this, BDC tools return a credentials_required error.
`FCC_BDC_HASH_VALUE`	No	API token hash from broadbandmap.fcc.gov Manage API Access.
`FCC_MIRROR_ENABLED`	No	Enable local Form 477 mirror: true or false. Defaults to false.	false
`MCP_TRANSPORT_TYPE`	No	Transport type: stdio or http. Defaults to stdio.	stdio
`STORAGE_PROVIDER_TYPE`	No	Storage backend: in-memory, filesystem, supabase, cloudflare-kv/r2/d1. Defaults to in-memory.	in-memory
