approve milestones

Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

Annotations already declare destructiveHint=true, idempotentHint=true, and readOnlyHint=false, so the safety profile is covered. The description adds the useful nuance that a draft is not a commitment, clarifying the state transition, but says nothing about what the approval overwrites, whether it can be undone, or the idempotent behavior. With annotations carrying the safety burden, a 3 is appropriate.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Is the description appropriately sized, front-loaded, and free of redundancy?

Three short sentences, zero filler, with the core action and its precondition front-loaded. Every sentence carries distinct information.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

An output schema exists, so return values need no explanation. For a destructive, idempotent state-change tool the description covers the gating condition adequately, though it could say more about reversibility and what the approval commits the freelancer to.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

Schema description coverage is 0%, so the description must compensate. It does for the critical confirmed parameter, explaining the exact gating semantics (only true after explicit freelancer approval) beyond the schema's bare const:true. milestoneSetId is left to its self-evident name, which is a minor gap.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Does the description clearly state what the tool does and how it differs from similar tools?

States a specific verb (approve) and resource (draft milestone definitions and acceptance criteria), which is clear against siblings like define_milestone or save_acceptance_criterion. It stops short of naming an alternative tool or distinguishing itself from accept_milestone_change, so sibling differentiation is implied rather than explicit.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Does the description explain when to use this tool, when not to, or what alternatives exist?

Gives a concrete precondition for invocation: only pass confirmed true after the freelancer explicitly approves. That is a real when-to-use rule. It does not name an alternative tool or state when not to use this one, so it falls short of a full 5.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
