Retrieve runtime metrics and tool telemetry to monitor invocation counts, execution times, success rates, latency percentiles, and top errors.

Return runtime metrics and the tool telemetry dashboard. 'runtime_metrics' contains invocation counts and average execution times per runtime operation type.
