Scored across 8 tools
The lookup tools (cite_from_doi, cite_from_isbn, cite_from_arxiv, cite_from_url) are cleanly separated by input source, and find_doi versus the cite_* tools distinguishes discovery from formatting. The only real overlap is format_citation versus format_bibliography, since a single source passed to the batch tool reproduces the single-citation result; descriptions mitigate this but the boundary is soft. in_text_citation is clearly distinct.
The set uses consistent snake_case with verb-first naming and a tidy cite_from_<source> family plus a format_* pair. Minor deviation: in_text_citation is a noun phrase with no verb, sitting outside the verb_noun pattern. Overall predictable and readable.
Eight tools is well-scoped for a citation server: one per lookup source, one batch formatter, one discovery tool, one in-text tool. Each earns its place with no filler or missing obvious variants.
Coverage is strong: formatting, batch bibliographies, in-text citations, DOI discovery, and DOI/ISBN/arXiv/URL lookups with BibTeX and RIS output. Gaps are minor: no bare metadata retrieval (you must format to get data), RIS is only available from format_citation, and custom CSL styles are unsupported. Agents can work around these.
