# Sprint 53 Swarm Report
**Date:** 2026-02-24T18:43:55Z → 2026-02-24T19:16:58Z
**Duration:** 33 min (wall clock from first spawn to report written)
**Orchestrator:** Opus 4.6 | **Agents:** Sonnet 4.6 x 4
## Agent Results
| Agent | Session | Branch | Status | Tests Added | Files Changed | Duration |
|-------|---------|--------|--------|-------------|---------------|----------|
| A | Staging/Dev Env | worktree-agent-a171aff9 | COMPLETE | 29 | 11 (6 mod + 5 new) | 10m 29s |
| B | Cost Protection | worktree-agent-ad3fe2be | COMPLETE | 39 | 7 | 12m 02s |
| C | Pipeline Hardening | worktree-agent-a0472241 | COMPLETE | 68 | 12 | 23m 18s |
| D | Mobile/Migrations | worktree-agent-a71babd0 | COMPLETE | 44 | 30 (5 new + 25 mod) | 11m 49s |
## Test Summary
| Stage | Tests Passed | Skipped | Delta |
|-------|-------------|---------|-------|
| Pre-flight baseline | 1553 | 1 | — |
| After A+B+C on main | 1689 | 1 | +136 |
| After D merge | 1714 | 20 | +161 total |
The 19 new skips are Playwright E2E tests gated on `E2E_BASE_URL` (Agent D) — expected behavior.
## File Ownership Audit
- **Expected shared file:** `web/app.py` — modified by A (environment), B (cost routes), C (pipeline routes). Section boundaries preserved with `# === SESSION X ===` markers.
- **Expected shared file:** `scenarios-pending-review.md` — all agents appended scenarios. Merge conflict resolved (keep-both).
- **Expected template overlap:** `index.html`, `landing.html`, `auth_login.html` — Agent A added staging banner, Agent D added mobile.css link. Auto-merged cleanly.
- **Expected overlap:** `tests/e2e/__init__.py` — created by A, also in D's branch. Auto-merged (identical empty file).
- **Unexpected overlaps:** None.
- **Section boundary violations:** None.
## Merge Status
| Step | Tests Before | Tests After | New Failures | Status |
|------|-------------|-------------|-------------|--------|
| Pre-merge (main) | 1553 | — | — | baseline |
| + Session A (uncommitted → commit) | — | 1689* | 0 | PASS |
| + Session B (already on main) | — | (included above) | 0 | PASS |
| + Session C (already on main) | — | (included above) | 0 | PASS |
| + Session D (merge from worktree) | — | 1714 | 0 | PASS |
| Integration smoke | — | — | — | **PASS** |
*Sessions B and C committed directly to main during their worktree execution. Session A's files were left uncommitted when its worktree was cleaned up — committed by orchestrator. Session D merged via `git merge worktree-agent-a71babd0` with one conflict resolved (scenarios file, keep-both).
## Autonomous Decisions
| Agent | Decision | Rationale |
|-------|----------|-----------|
| A | Staging banner in 3 templates only (index, landing, auth_login) | Other templates (admin, account) can be added later; these are the main entry points |
| A | 12 test personas in PERSONAS dict | Covers all expected user types for RELAY testing |
| B | Lazy decorator wrappers (_rate_limited_ai) | Avoids circular import at module load time (cost_tracking imports Flask g/request) |
| B | Kill switch only blocks ai/plans/analyze types | Preserves core permit lookup when AI spend is high |
| B | DuckDB SEQUENCE for auto-increment | DuckDB requires explicit sequence creation unlike Postgres SERIAL |
| C | data_as_of staleness is expected in dev | Local DuckDB matches Feb 18 full ingest; prod nightly uses finish_date/arrive correctly |
| C | Pipeline health check is non-fatal in brief | Brief still renders even if health check errors |
| D | 16 @media blocks in dedicated mobile.css | Keeps mobile concerns separate from main styles |
| D | 22 templates linked mobile.css | All non-email page templates get mobile support |
| D | 7-step migration runner with SQL file wrappers | Wraps existing migration SQL files in idempotent Python functions |
## Manual Steps for Tim
1. Review this report
2. `git push origin main` → Railway auto-deploys
3. Create staging Railway service (one-time setup):
- New service from same repo, same pgvector-db
- Set: `ENVIRONMENT=staging`, `TESTING=true`
- Set: `TEST_LOGIN_SECRET=<generate with: python3 -c "import secrets; print(secrets.token_urlsafe(32))">`
- Set: `DATABASE_URL`, `CRON_SECRET`, `ADMIN_EMAIL`, `ANTHROPIC_API_KEY`, `OPENAI_API_KEY`
4. Run prod migrations: `python scripts/run_prod_migrations.py` (on Railway)
5. Set prod env vars: `API_COST_WARN_THRESHOLD=25`, `API_COST_KILL_THRESHOLD=100` (optional, defaults are $5/$20)
6. Verify staging: `curl https://sfpermits-ai-staging.up.railway.app/health`

### Timing
| Agent | Start (UTC) | End (UTC) | Duration | Status |
|-------|------------|----------|----------|--------|
| A | 18:43:55 | 18:54:24 | 10m 29s | COMPLETE |
| B | 18:43:55 | 18:55:57 | 12m 02s | COMPLETE |

| D | 18:43:55 | 18:55:44 | 11m 49s | COMPLETE |
| Orchestrator (merge+validate) | 19:07:13 | 19:16:58 | 9m 45s | COMPLETE |
| **Total wall clock** | 18:43:55 | 19:16:58 | **33m 03s** | — |
### Token Usage
| Agent | Total Tokens | Tool Uses |
|-------|-------------|-----------|
| A | 62,743 | 55 |
| B | 80,507 | 96 |
| C | 110,997 | 97 |
| D | 88,734 | 76 |
| **Total agents** | **342,981** | **324** |
### Merge Friction
| Merge Step | Conflicts? | Test Failures? | Rollback? | Time to Resolve |
|-----------|-----------|---------------|----------|----------------|
| A → main | No (uncommitted files committed directly) | No | No | 2m |
| B → main | No (committed during worktree execution) | No | No | 0m |
| C → main | No (committed during worktree execution) | No | No | 0m |
| D → main | Yes: scenarios-pending-review.md (keep-both) | No | No | 3m |
### Agent Definition Effectiveness
| Agent | Spec Clarity (1-5) | Scope Right-Sized? | Decisions That Should Have Been In Spec |
|-------|-------------------|-------------------|---------------------------------------|
| A | 5 | Yes | None — clear ownership, clean execution |
| B | 4 | Yes | DuckDB SEQUENCE gotcha could have been mentioned |
| C | 4 | Yes | Addenda staleness root cause (SODA publishing timestamp) — spec could have noted this |
| D | 4 | Yes | Which templates to link mobile.css (spec said "templates" but didn't enumerate) |
### File Ownership Analysis
- Total files changed across all agents: ~60
- Files with single owner: ~54 (90%)
- Files with multiple owners (expected): 5 (app.py, scenarios, 3 templates)
- Files with multiple owners (unexpected): 0
- Section boundary violations: 0
### Sprint Sizing Retrospective
- Estimated duration: 30-60 min
- Actual duration: 33 min
- Estimated tokens: 300-500K
- Actual tokens: 343K (agents only)
- Assessment: **correctly sized** — all 4 agents completed within spec, no blockers
### Recommendations for Sprint 54
1. **Worktree isolation needs attention**: Agents B and C committed directly to main instead of staying on isolated branches. The worktree cleanup also dropped Agent A's uncommitted work (recovered from working directory). Consider explicit `git checkout -b sprint54/session-X` in agent prompts.
2. **Scenarios file always conflicts**: Make each agent write to a separate file (`scenarios-a.md`, etc.) and orchestrator combines them.
3. **Agent C took 2x longer**: Pipeline hardening + staleness diagnosis was the most complex session. Consider splitting into two separate agents next time.
4. **Mobile CSS linking was mechanical**: Agent D touched 22 templates just to add a CSS link. A base template with `{% block head_extra %}` would eliminate this.
